This kind of layout could be useful if you have to show much information at once (like a large list or a data grid) with some toolbars or static contents (like the header section on a email message, or a search panel) that will reduce the screen space that could be used to display data. In this way, the user can close all tool panels and reopen them when they are needed to perform some action or to check the information shown inside the panels.
