This library will allow you to execute any kind of instruction that you can run through the Run dialog, which is accessible from the Start menu. Input a file and it will open in the associated program; input a URL and it will be opened in the default browser. You can also set what kind of window you want the program to be opened in, and the library will return well-documented errors or the handle of the opened program.
