"This little utility does a HTTP GET request to US Navy's web site to retrieve the correct GMT time (Greenwich mean time). It then updates the computers clock so that your local time and UTC time is correct (deviation is less than 1 second). You can use this tool on a Windows NT Domain Controller to daily set your systems time. Inettime is implemented using http over sockets so it needs no Internet Explorer setup, etc. It also works behind a firewall and through a proxy server."
